Job Summary The Human Resources Generalist/Recruiter managing the daily functions of the Human Resources department, with a strong emphasis on construction recruiting. This role is responsible for full-cycle recruiting, onboarding, safety administration, certified payroll compliance, equipment tracking, and enforcement of company policies and practices.
Essential Functions
Recruiting & Talent Acquisition
Manage full-cycle recruiting for all new and vacant construction positions, including:
Job advertising and posting
Candidate sourcing and pipeline management
Screening and interviewing applicants
Coordinating onsite interviews
Administering pre-employment testing
Develop meaningful industry contacts to support recruiting efforts.
Participate in job fairs as needed.
Create, write, and format engaging job postings based on job descriptions to attract qualified candidates.
Onboarding & Compliance
Conduct all new hire onboarding, including completion of new hire paperwork, I-9 verification, DOT files, and safety orientation.
Maintain and update HR policies and procedures to reflect current employment laws.
Monitor compliance with all federal, state, and local employment laws and regulations.
Respond accurately and timely to unemployment claims.
Maintain strict confidentiality of employee records and information.
Benefits Administration
Develop and maintain a comprehensive understanding of all Sippel employee benefit plans; effectively communicate plan features, differences, and eligibility requirements to employees during recruitment, new hire orientation, and annual open enrollment.
Coordinate and support the annual Open Enrollment process, including scheduling and facilitating meetings, preparing enrollment materials, and ensuring timely and accurate completion of required documentation.
Administer employee benefit programs during eligibility periods, including medical, dental, vision, life insurance, Short-Term Disability (STD), Long-Term Disability (LTD), voluntary benefits, and 401(k) retirement plans.
Ensure compliance with COBRA regulations by preparing, distributing, and tracking all required COBRA notifications and documentation in a timely and accurate manner.
Payroll Administration
Collect and audit certified payroll documentation for applicable jobs.
Process weekly employee timecards and payroll.

Position Details
Full-time, salary-exempt, on-site position.
Standard hours: Monday–Friday, 8:00 AM–5:00 PM.
Occasional evenings and weekends may be required to meet business demands.
Occasional travel required.
No direct supervisory responsibilities.
Requirements
Required Education & Experience
Associate degree in Human Resources, Business Administration, or a related field.
Minimum of two (2) years of recruiting or human resources experience.
Valid driver’s license
Preferred Qualifications
HR experience in construction or a related industry.
Experience with Foundations and HeavyJob software.
